I found
this information on Silicon Valley Insider that somewhat alleviates my concerns about bandwidth caps, at least for the near future. However, I still maintain that this allows Comcast and all the other ISPs the ability to introduce more significantly tiered pricing for Internet access—like the ridiculously varied and complicated cell phone plans today—and eventually we'll be laughing about what a ridiculously low cap is a 250 gigs. For instance, my first desktop computer in 1993 was less powerful and had less storage than my current Palm PDA—and my first computer was a really good machine when I bought it.
